Summary:
Firefighter Payne was killed while riding on the rear of a fire truck responding to a vehicle fire in icy weather. As the truck rounded the corner from University onto Park Place, the rear of the truck skidded and struck a curb. Payne was thrown from the truck into a concrete post. He suffered massive head injuries and died a short time later at a local hospital.
